The wording seems to imply yes, because your other hand would be using the shield. The description is wrong, Dueling actually works like in P&P and gives +2 damage when using a weapon + shield. Larian said they have slight deviations in some 5e rules so I would trust the in-game description over the player's handbook.

I'm using that for my Paladin simply because I can't find a better weapon for him lol.
