This sounds like the "rogue ONT" problem. I had the same behavior for a while - small outages at nearly the same time every day. Mine went away after a power outage (and thus all the ONTs in the area were reset). A few months later, my ONT disconnected and needed a power cycle to reconnect, and then about a week later completely died.
