Overall they are kind of a letdown though, I agree. Of the "hemogen" abilities, only jump and coagulate are particularly useful and they just do the same things as a jump pack and medicine respectively.

There are two aspects to deathrest. You have to consider there is the percentage which is like a regeneration, then the time aspect which is sort of a sleep cycle (mechanically there to get the bonuses). So even if you put them to sleep at 95%, they will need the full few days cycle to have a proper 'regeneration'I think if you use another pawn to kill them it could force the deathrest to occur.
