Level 60 range - Waterworks gear is typically most people’s route. Some may choose to get wintertusk gear but requires crafting leveled up, reagents, but the upside is a blade/trap/bubble. Level 90 will be Blade of the Felled Titan and Alpha and Omega ring, likely won’t be outclassed for a very, long time.

Overall except some pack gear depending on class waterworks is best till 90/100. Crafted boots from azteca is GREAT for block. You could swap in crafted gear in avalon or azteca if you want. Storm damage:66, Ice damage:31; Storm resist:26, Ice resist:34; Storm accuracy:22, Ice accuracy:9; Storm critical:151, Ice critical:110, Storm block 57, Ice block: 75. My point being is that Storm schools traits are suppose to be low accuracy and high damage. Ice has high resist and health, it should not have lower accuracy than storm.

So, same thing works for waterworks. If you’re doing the dungeon with a fire, storm, myth, or balance, try to do as much damage as you can. Don’t just be there to assist and think you’ll get gear. You could do every crafting quest needed to level up, then craft a full set of gear and build a house in less time that it would take to get a set of Tartarus gear, which you would replace in 10 levels anyway. Just stay with whatever you've been using until you reach 100. Farming Tartarus is a waste of time.
