Rise is flexible enough about skills even before Augmenting that I've been able to run Normal Up 3 and Spread Up 3 alongside a ton of other skills. It's not as optimal as just Normal Up or Spread Up on a build that can fit more levels of AB and/or CE, but most players don't need to be optimal.
