At least that’s how it was explained to me.Rgb30 is just a unique case with a higher resolution screen than most non-widescreen handhelds (including the 2S), a slightly larger screen than most of them since many are 3.5in while this one is 4 inch, and the 1:1 aspect ratio ends up being a great all around fit for the majority of older consoles especially handhelds like gameboy/color/ngpc.

Similar to JELOS, ArkOS is also based on the Emulation Station frontend and uses Retroarch cores as its main driver for most of the emulated systems supported on the RGB30.It runs pretty good on the RGB30, I would say get the RGB30 since you can hook it up to an external display, a Bluetooth controller and treat it like a mini console.
