Remember that settlers only sell goods during certain hours, from 8 am to 8pm or something like that, after defense event settlers can get stuck in thankful dialogue for a day or two. If settler assigned to a shop and refuses to trade during the daytime try to assign them to farming and then back to the shop.

This prevents the vendor from taking all of the ammo, they'll take 10 but that's better than all of it.There might be other reasons but there is one well documented way in which the vendor bug can occor: camp can't be placed. you take stuff out or put stuff in your stash box. you place your camp. => taking stuff in or out your stashbox while having an inactive camp can seriously mess up the items in your vendor.
