That one can be reached by holding a sliver plate in front of you and running at one of the archways, y’all phase through the wall and you can loot it, then you jump of the invisible platform and you’ll come up through the ground.
0. What you have to do is go to the entrance of Dawnstar, wait 48 hours, and talk to the cat lady and ask her what she has for sale. Then go back to the chest, get your stuff, wait another 48 hours and talk to her again, etc. The chest is her shop chest, its supposed to be hidden underground but its glitched. Go to the mining cave at Dawnstar. There should be two trees to the left. The tree on the right has some rocks on its right side. If you look carefully it will say open chest. Take all then go to the Khajiit trader outside of town. Look at her and save the game then hit her. It's basically their inventory. Whenever I get low on money, there's one in Dawnstar that's super easy to find. It only appears when the kajhit caravan is outside Dawnstar though. Edit: just watched this video, interesting he says to wait for the kajhit to be gone. I'll have to test the Dawnstar one to see if it's the same.

They should not be available, but Dawnstart chest is there due to a bug. You are actually just clearing the merchant inventory from the Khajiit caravan that travels between Dawnstar and Riften.
