You talk to Tolfdir at the closed gate...put on the amulet you took off the wall...then use a spell on the wall. The Gaulder fragments don't have anything to do with this.

Normally when you're faced with pressing a switch you have to solve a puzzle first in order for it to activate and open. Look for pillars to rotate and correctly match up the animals to the corresponding ones on the wall. Either you're missing these pillars or there really is a bug in the PC version that isn't in the 360 version.
